Currently, Minisec doesn't tell other/older players the new players objects
until the next end of turn. It's a missing feature, that wouldn't normally be
an issue.
It's only an issue because of two things: players get a new star system,
planets, etc and there is no FoW (Fog Of War). tpserver-cpp does have FoW
support (ObjectView), but it's not really used yet. Rfts doesn't have this
problem because it gives the new player an existing planet (and is also
limited to 4 players).
Solution is to wait for the end of turn or make the end of turn happen.
